SALARY RANGE
The advertised hiring range will be $120,880 - $151,100, with a maximum opportunity of up to $181,320 with tenure and strong performance.

JOB POSTING
This is not a remote or hybrid position, but requires regular, in-person attendance Monday – Friday at our headquarters in Wenatchee, WA. Relocation reimbursement is available.
Overview
Lead, plan, and supervise assigned staff within the drafting and surveying work groups, including oversight of work activities and performance expectations. Ensure the consistent, high-quality delivery of technical drawings, models, and survey support through effective standards, procedures, and prioritization. Oversee the governance and lifecycle management of CAD and surveying technologies to support current operations and future business needs.
Responsibilities
- Supervise drafting technicians and surveyors by planning and coordinating work, setting expectations, and managing performance to ensure timely and accurate delivery of technical drawings, models, and survey work products. Provide oversight to support consistent and effective use of CAD tools through guidance and coordination.
- Develop, maintain, and administer standards, policies, and procedures to ensure consistency, accuracy, and efficiency across CAD and surveying workflows.
- Manage the inventory, availability, and lifecycle of specialized tools and equipment required for drafting and surveying activities, including printers and plotters, surveying instruments, laser scanners, and other data-capture technologies. Plan and budget for the maintenance, replacement, and continued improvement of these assets in coordination with applicable District processes.
- Oversee coordination of CAD and surveying software platform use across projects and work activities, ensuring alignment with established standards and business needs. Partner with technical subject-matter experts and technology stakeholders to support effective use of tools and capabilities.
- Plan and manage a limited number of time-bound special initiatives, as assigned, that support strategic objectives, regulatory requirements, or significant changes affecting CAD and surveying services.
- Develop and maintain an annual departmental performance plan, including workforce planning, resource utilization, technology change management, and identification of opportunities for operational and process improvement.
- Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
- As a secondary function, drive a motorized vehicle while conducting business on behalf of the District.
People Management: This position manages/supervises people. Direct Resources Managed: 10-19. Indirect Resources Managed: None.

Qualifications
Education
- Bachelor's Degree (B.S. or B.A.) in engineering, engineering technology, surveying, information technology, business, or a closely related discipline is required.
- Equivalent experience (year for year) may substitute for required education.
Experience
- 5+ years of progressive experience in CAD, drafting, or surveying is required.
- Experience coordinating work activities; applying or supporting CAD and surveying standards and procedures; and prior supervisory or people-management experience preferred.
Skills and Abilities
A fully skilled incumbent will have the following knowledge skills & abilities:
- Working knowledge of drafting and surveying practices and procedures, including CAD and 3D modeling concepts.
- Knowledge of District business management, operations, and organizational processes.
- Knowledge of District collective bargaining agreement provisions.
- Knowledge of principles for coordinating and managing software-supported work activities.
- Ability to supervise personnel, including performance management and staff development.
- Ability to plan, organize, and direct the work of others.
- Ability to collaborate and coordinate with cross-functional teams.
- Excellent verbal and written communication skills, including the ability to convey expectations and technical information clearly.
- Critical thinking, problem-solving, and decision-making skills, including the ability to identify issues early and exercise sound judgment.
- Must be proficient in reading, writing and speaking English.

LICENSE REQUIREMENTS
A valid driver's license is required for this position (verified upon hire). A valid Washington State driver's license is required within 30 days of employment.
